MP cautions against ‘dangerous step’ in proposed oversight law

Member of Parliament Azeddin Quwerib said that one of Libya’s main challenges lies in the performance of sovereign institutions. He noted that instead of reforming and correcting their structures, Parliament has increasingly strengthened their authority by passing legislation at their request.

Quwerib explained that the draft law submitted by the Administrative Control Authority would grant the body extensive new powers, effectively making it both a contracting and an executive authority. “No contract could be concluded without its signature and approval,” he said, describing the proposal as a “dangerous step” towards the concentration of power.

He added: “There is constant debate about contracts worth less than five million dinars, while in reality billions have been squandered without ever being subject to proper oversight.” He pointed out that the draft had not been presented to the Legislative Committee in Parliament, which, he argued, raises serious concerns.

Quwerib concluded that passing such legislation while disputes over sovereign appointments remain unresolved would amount to unjustified overreach and risk undermining the balance of oversight required to protect public funds.
