Baghdad forum opens door to new Libya–Iraq energy deals

Libya and Iraq have agreed to expand cooperation in the oil and gas sector following high-level talks between their respective ministers in Baghdad.

Libya’s Minister of Oil and Gas, Khalifa Abdelsadiq, met with Iraqi Oil Minister Hayan Abdul-Ghani on the margins of the Baghdad Energy Forum 2025, where both sides explored opportunities for joint work across the energy industry.

The discussions covered a wide range of issues, including production strategies, contractual frameworks and future agreements. Special attention was given to Iraq’s progress in curbing gas flaring, with Iraqi officials sharing details of their approach and Libya expressing interest in applying similar measures.

Both ministers also highlighted the need to prioritise energy efficiency and long-term sustainability, stressing that collaboration and knowledge-sharing would be essential for addressing common challenges.

The talks concluded with a reaffirmation of the long-standing relationship between Libya and Iraq. The two ministers pledged to deepen ties and enhance coordination as part of wider regional efforts to modernise and stabilise the energy sector.

The Baghdad Energy Forum, held from 6–7 September, gathered senior officials and industry leaders from across the region to discuss the future of global energy markets.
