Al-Menfi sets out four-pillar roadmap for Libya at UN General Assembly

Mohamed Al-Menfi, head of Libya’s Presidential Council, has presented his comprehensive vision for resolving the Libyan crisis during his speech to the 80th session of the United Nations General Assembly.
A four-pillar roadmap
In his address, Al-Menfi outlined a political plan built on four main pillars:
- Restoring sovereignty and rejecting all forms of foreign interference.
- Achieving national consensus through an inclusive Libyan-led dialogue without exclusion.
- Unifying sovereign institutions, particularly in security, defence and finance, under neutral mechanisms free from political polarisation.
- Ending the transitional phase by adopting a clear constitutional framework to pave the way for free and transparent elections.
Meeting with Guterres
During his visit to New York, Al-Menfi also met UN Secretary-General António Guterres at UN headquarters. The talks reviewed the latest political, economic and security developments in Libya.
According to a UN readout, Guterres praised Al-Menfi’s recent efforts to ease security tensions, promote transparency and accountability, and advance the unification of economic institutions.
Next steps
Both sides agreed to strengthen coordination in the coming period in support of the UN’s roadmap for Libya, announced last month by Special Representative Hanna Serwaa Tetteh.
