Libya and Djibouti forge local governance partnership
Libya’s Minister of Local Governing Badr Al-Deen Al-Toumi and Djibouti’s Minister of Decentralisation Qassim Haroun have signed a memorandum of understanding to strengthen cooperation in local administration between the two nations.
The agreement, signed in Tripoli on Wednesday in the presence of cabinet ministers and senior officials, focuses on developing institutional capabilities and sharing expertise in local governance. It establishes frameworks for joint training programmes targeting local administration leaders and staff from both countries.
Under the memorandum, the two nations will organise international conferences and workshops on decentralisation and local administration. The agreement also facilitates exchange visits between training centres to study different approaches to local service delivery.
A permanent joint committee will be established to ensure ongoing cooperation, with its mandate aligned with shared principles of decentralisation and sustainable local development, supporting the United Nations 2030 Sustainable Development Goals.
During his visit to Tripoli, the Djiboutian minister toured several local administration facilities to study Libya’s approach to local governance and decentralisation.
The visit aimed to identify successful practices that could benefit both nations’ local administrative systems.
