Libya plans cargo tracking system to streamline imports and support SMEs

The Minister of Economy and Trade in the Government of National Unity, Mohamed Al-Huweij, stated that the “Advance Cargo Information” system, being implemented in cooperation with the Central Bank of Libya and through the Libya Trade Network, will contribute significantly to supporting banking reforms, regulating the use of foreign currency and organising import procedures.
He made the remarks during an expanded meeting at the ministry’s headquarters, attended by the Chairman of the Tripoli Chamber of Commerce, Industry and Agriculture, a number of business owners and affiliated companies, as well as directors of relevant departments and members of the coordination team with the Central Bank of Libya.
Discussions focused on the regulations governing import operations, the mechanism for applying the advance notification system, and the challenges companies face in obtaining trade licences and approvals, in addition to processing financial transactions abroad — particularly in countries such as China.
Participants called for greater facilitation to address these challenges and for support to be extended to companies and small traders to ensure the steady flow of goods and services into the domestic market.
In response, the minister instructed the Tripoli Chamber of Commerce, Industry and Agriculture to organise a broad workshop with representatives from the ministry, the Central Bank of Libya, the Customs Authority and other stakeholders, alongside business owners, to review current procedures and propose practical improvements.
Al-Huweij also directed the relevant departments to prepare proposals for updating certain commercial laws and regulations, with a view to submitting them to the Prime Minister.
