Libya’s reconciliation efforts face mounting political challenges

The Presidential Council’s Forum of Notables, bringing together community leaders and civil society representatives, convened in Tripoli on 1 January, highlighting Libya’s complex path towards national reconciliation.
Forum speaker Al-Ramah Al-Dahnous cited recent municipal election successes as evidence of public desire for stability. Civil society representative Abdul Rahman Al-Mansouri outlined requirements including transitional justice implementation, parliamentary elections, and constitutional processes.
The initiative faces significant obstacles, particularly regarding the National Reconciliation Law’s passage through the House of Representatives under Speaker Aguila Saleh.
A recent controversial visit by the Maqarha tribe representatives to former intelligence chief Abdullah Al-Senussi has intensified debate over balancing reconciliation with justice demands.
The Council’s powers under the Geneva Agreement and its approach to reconciliation continue to generate discussion about effective paths forward.
