New UN plan seeks to end Libya’s political paralysis

The United Nations Support Mission in Libya (UNSMIL) confirmed on Thursday that Special Envoy Stephanie Khoury Tetteh has set out the broad outlines of a new political roadmap intended to steer the country towards long-delayed national elections.
UNSMIL spokesperson Mohamed El-Asadi said the plan is presented as a comprehensive framework aimed at leading Libya to the polls in a practical and realistic manner.
“The roadmap is an integrated framework designed to bring the country to national elections in a realistic way,” El-Asadi told reporters.
He explained that the initial stage of the process will involve restructuring the High National Elections Commission (HNEC) and amending the relevant legal frameworks within a maximum of two months. Once completed, this step would open the way for negotiations on forming a new, unified government.
El-Asadi acknowledged that reaching agreement on a unity government will be a difficult and complex undertaking. However, he stressed that such negotiations are essential, and for that reason a strict timetable cannot be imposed on this part of the process.
