Presidential Council hosts political consultations

Talks in Tripoli examine elections, institutional unity and public service challenges

Mohamed Menfi, head of Libya’s Presidential Council, has convened a fresh round of consultations with leaders of political parties and blocs, as efforts intensify to break the country’s prolonged political deadlock and address mounting economic pressures.

The meeting, held on Wednesday at the Council’s headquarters in Tripoli, forms part of a broader push to widen national dialogue and build momentum towards a comprehensive political settlement, according to an official statement.

Talks focused heavily on the future of the political process, particularly the need to finalise a constitutional framework that would enable long-delayed elections. Participants stressed that any electoral process must be grounded in clear legal foundations to ensure credibility and reflect the will of voters.

The discussions also turned to the persistent fragmentation of state institutions, with calls for renewed efforts to unify them and restore trust between political actors. Economic challenges featured prominently, especially their impact on public services and everyday living conditions.

Security coordination was another key theme, with participants underlining the importance of maintaining stability and strengthening cooperation between relevant bodies.

According to the Presidential Council, those attending voiced support for Menfi’s approach across political, economic and security tracks, including efforts to combat corruption and reinforce transparency and accountability within state institutions.

At the same time, participants issued a clear warning against any political arrangements pursued outside recognised legal and constitutional frameworks, cautioning that such moves risk undermining stability and weakening the foundations of the state.

The consultations are part of Menfi’s ongoing effort to engage a broad spectrum of political and military actors, in an attempt to narrow divisions and build a consensus that could pave the way for a durable settlement while safeguarding Libya’s unity and national resources.

The meeting comes amid heightened political sensitivity, following reports of a leaked proposal attributed to the United States outlining a possible new political arrangement in Libya. The reported plan includes changes to the country’s executive leadership, although it has not been officially confirmed.

Several Libyan bodies, including the High Council of State, have already rejected the proposal. In parallel, Menfi has stepped up contacts with both domestic and international stakeholders, moves widely seen as an attempt to reinforce a Libyan-led process and pre-empt external initiatives.
