UN Security Council endorses Hanna Tetteh’s political roadmap for Libya

The United Nations Security Council has endorsed the political roadmap presented by UN Special Representative Hanna Tetteh, urging all Libyan stakeholders to engage with the plan fully, transparently, and without preconditions.

In a statement released by the UK Mission to the United Nations, Council members stressed the need for compromise to advance Libya’s stalled political process and called on the international community to provide robust support.

The Council voiced concern over Libya’s fragile security situation and urged key institutions to accelerate efforts to adopt a unified national budget and stabilise the country’s financial system. It also underlined the importance of institutional unification, particularly across Libya’s divided military and security bodies.

Welcoming the holding of municipal elections in several municipalities, the Security Council noted that elections remain suspended in other regions due to security and logistical challenges.

Tetteh’s roadmap, unveiled during a briefing on 21 August, lays out a 12–18 month plan to strengthen electoral institutions, reform legislation, and prepare for long-delayed presidential and parliamentary elections. The UN envoy has described the initiative as an “inclusive and phased process” aimed at breaking Libya’s political deadlock.

The Security Council’s endorsement highlights renewed international attention on Libya’s transition and underscores growing calls for political consensus to restore stability.
