US President’s Advisor Massad Boulos praised the agreement

The United States has welcomed the signing of the Unified Development Program agreement between Libya’s House of Representatives and the High Council of State, describing it as a promising step toward stronger financial governance and nationwide development.

The agreement, signed at the Central Bank of Libya (CBL) headquarters in Tripoli on Tuesday, drew swift praise from Washington. Massad Boulos, the US President’s Advisor for Arab and African Affairs, said in a statement on X — later reshared by the US Embassy — that the deal reflects a rare spirit of consensus between leaders in eastern and western Libya.

“The United States welcomes today’s announcement of the unified development program agreement signed by representatives of Libya’s HoR and HCS at the CBL in Tripoli,” Boulos wrote.

He said the breakthrough could bolster Libya’s financial sustainability, reinforce the Central Bank’s role, and unlock funding for development initiatives across the country. It also supports efforts by the National Oil Corporation to boost production and generate higher revenues “for the benefit of all Libyans”, he added.

Boulos called on all relevant Libyan actors to fully implement the agreement and to build on its momentum to reach a unified national budget and advance the political roadmap developed by the UN Special Representative, Hanna Tetteh.

He affirmed that the United States “will continue engaging all parties to preserve this momentum and support further progress toward the unification of Libya’s institutions”.

Jeremy Berndt, Chargé d’Affaires at the US Embassy in Libya, also hailed the signing, describing it as a significant milestone on the path to stability, prosperity, and national unity. He underlined that the agreement strengthens the essential role played by the Central Bank in safeguarding economic coherence across the country.
