Libya and China discuss reviving stalled contracts

Libya’s Minister of Housing and Construction, Issam Al-Tamoumi, has welcomed the involvement of Chinese companies in the country’s development efforts, with a particular focus on advancing the national housing programme.
The remarks came during a meeting on Tuesday with China’s Ambassador to Libya, Ma Hui Liang, where the minister underlined the urgency of accelerating project implementation to meet growing demand and support the government’s flagship “Return to Life” initiative.
Al-Tamoumi also called for the reactivation of previously signed agreements and contracts, many of which have remained dormant in recent years. He stressed the importance of addressing the challenges facing foreign firms operating in Libya, proposing the formation of joint committees tasked with identifying obstacles and putting forward practical solutions.
For his part, Ambassador Ma highlighted the reopening of China’s embassy in Tripoli as a sign of renewed engagement, and reaffirmed Beijing’s readiness to contribute to Libya’s reconstruction through specialised companies.
He also reiterated China’s support for Libya at the United Nations Human Rights Council, signalling continued diplomatic backing alongside economic cooperation.
The meeting reflects a broader effort by Libyan authorities to attract foreign investment and expertise as the country seeks to rebuild critical infrastructure and address longstanding housing shortages.
