Housing minister outlines plan to revive public works companies

Libya’s Minister of Housing and Construction, Essam Al-Tamouni, has outlined a plan to revitalise state-owned public works companies, following high-level talks aimed at addressing longstanding operational and financial challenges.
The meeting, held on Monday, brought together the ministry’s undersecretary for technical affairs, senior advisers and the chairmen and board members of public works companies.
Discussions centred on the structural and operational condition of the companies, including their organisational frameworks, asset portfolios and current capacity to deliver projects. Officials stressed the need to restore these firms to a more active role in supporting Libya’s development and reconstruction efforts.
The financial position of the companies also featured prominently. Participants reviewed outstanding payments owed to the firms, as well as their liabilities, and examined ways to stabilise their financial standing and improve overall efficiency.
Al-Tamouni commended the efforts of company boards, acknowledging the difficult conditions under which they continue to operate.
Those attending agreed on the need to establish a clear and actionable framework to address key bottlenecks, with a focus on implementing practical steps to reactivate the companies and enhance their operational performance.
The discussions form part of wider government efforts to rebuild state capacity and accelerate infrastructure and development projects across Libya.
