Report alleges corruption in Derna reconstruction
A new investigation by The Sentry, reported by Jeune Afrique, claims Libya’s Derna reconstruction project was compromised by corruption even before the 2023 flood disaster.
The American investigative agency’s report suggests that networks are exploiting Libya’s political instability to establish what experts describe as a “kleptocracy”. The investigation particularly focuses on the Reconstruction Fund’s contract allocation process.
According to Jeune Afrique’s coverage of the report, construction projects have expanded under Belgacem Haftar’s management, with oil revenues funding expenses.
The Sentry’s experts allege the Fund has implemented an “opaque and unilateral selection process” that avoids competitive bidding.
The costs have reportedly impacted Libya’s state budget, contributing to challenges at the Central Bank.
