An estimated 3,000 tonnes of Russian military equipment arrived at Libya’s eastern port of Tobruk in September, according to Corriere della Sera, while separate satellite observations have identified fresh military loading activity involving four cargo ships in Russia.

The Italian newspaper reported on 26 October that images captured by US satellite company Vantor on 14 and 15 September showed equipment being unloaded in Tobruk. It linked the delivery to Moscow’s military presence in Libya and its relationship with the Haftar family, while acknowledging uncertainty over the shipment’s precise purpose.

The activity subsequently observed at Baltiysk naval base, in Russia’s Kaliningrad exclave, has not been confirmed as another Libya-bound shipment.

Polish broadcaster TVP World reported that open-source intelligence researchers GeoInsider and SONARROW identified the cargo vessel Lady R at a pier in satellite imagery dated 23 October. Armoured and logistics vehicles were visible nearby, apparently prepared for loading.

Three other vessels — the Ascalon, Lady D and Anastasiia — had been identified loading equipment at the base in images taken on 15 and 16 October. The researchers associated all four ships with a broader military transport operation.

The Anastasiia had also been observed off Libya in September. However, the vessels’ previous movements do not establish the destination of their latest cargo, which remains unknown.
