Al-Menfi holds key talks on security reform and reconciliation

Al-Menfi reviews ceasefire progress with top military officials

Libya’s Presidential Council President, Mohamed al-Menfi, held a series of high-level meetings this week focused on stabilising the security situation in Tripoli and reinforcing national reconciliation, as efforts continue to uphold the ceasefire and restructure Libya’s fragmented security institutions.

Al-Menfi met with the Chief of General Staff, Lieutenant General Mohamed al-Haddad, and the Head of Military Operations, Major General Hussein Abdullah, to review the outcomes of the committee tasked with monitoring the ceasefire and activating security arrangements across the country.

He emphasised the committee’s crucial role in restoring security and order, and reiterated the Presidential Council’s commitment to a unified and legally governed security apparatus.

In separate engagements, Al-Menfi received delegations from the Council of Elders and Reconciliation of Greater Tripoli and from the city of Misurata, where discussions centred on the ceasefire, current security dynamics, and the broader national roadmap towards peace and institutional reform.

During his meeting with the Tripoli delegation, Al-Menfi reaffirmed the Council’s determination to bring an end to all non-state armed actors and irregular armed formations, declaring that the Council “will not tolerate any attempts to undermine the nation’s stability or threaten the safety of its citizens.”

In talks with the Misurata delegation, he underscored the importance of preserving and strengthening the country’s legitimate security and military institutions. He stressed that this must take place within a legal framework and in line with a national vision for the comprehensive restructuring of the armed forces across all regions of Libya.

Separately, Chief of General Staff Al-Haddad met with the same delegation from Misurata on Tuesday, encouraging continued tribal and community engagement to heal divisions, defuse tensions, and support practical steps towards de-escalation.

These meetings come at a critical time as Libya seeks to consolidate the ceasefire, demobilise informal armed groups, and rebuild state institutions after years of conflict and political fragmentation. The ongoing engagement of community leaders and military figures is seen as essential to the success of the national reconciliation process.
