A recent Telegraph investigation has uncovered evidence suggesting Russia is deliberately manipulating migration flows as a geopolitical instrument to pressure European nations, with Libya emerging as a key strategic point in this approach.

Critical Migration Transit Point

The report identifies Libya’s strategic geographical position as a principal transit route for sub-Saharan African migrants seeking entry to Europe.

This has reportedly made the country a focal point for growing Russian influence, with Moscow apparently strengthening its position in Libya through backing forces under Khalifa Haftar.

Security analysts quoted in the investigation suggest that Russian influence in Libya effectively provides Moscow with the ability to control migration flows across the Mediterranean to suit its strategic objectives.

This influence could prove particularly significant as several Mediterranean nations already show reluctance in their support for Ukraine.

Mercenary Groups Linked to People Smuggling

According to the Telegraph’s findings, Russian mercenary organisations are reportedly working alongside smuggling networks and local armed groups to enable human trafficking operations in Libya.

The report cites Italian Deputy Prime Minister Antonio Tajani, who confirmed intelligence indicating these mercenaries are “very active and in contact with smuggling gangs and militias accused of smuggling migrants.”

Marsalek’s Suspicious Activities

The investigation highlights Jan Marsalek, a suspected Russian agent allegedly involved in influencing European migration patterns.

Formerly chief operating officer at German financial company Wirecard before his reported flight to Moscow, Marsalek allegedly facilitated Russian special forces’ entry into Libya in 2016 following discussions with Libyan commander Wanis Bukhamada through an arrangement with Russian firm RSB Group.

The Telegraph report suggests Russia’s manipulation of migration aims to undermine European stability and fuel anti-immigration sentiment, potentially swaying electoral results across European nations.​​​​​​​​​​​​​​​​
