Khalifa Haftar has issued an order to promote the commander of Saiqa Force and war criminal Mahmoud Al-Werfalli, who is wanted by the International Criminal Court (ICC), to a higher military rank.

Al-Werfalli was promoted from an army major to a lieutenant-colonel, sources from eastern Libya said Monday.

ICC issued an arrest warrant of Al-Werfalli for war crimes and crimes against humanity and called many times on Libyan authorities in the east to facilitate his surrender.

The UNSMIL and the UN Security Council both called for handing Al-Werfalli over to the ICC.
