Libya sets timeline for major trans-African corridors

New transport corridors aim to transform Libya into North Africa’s key transit hub

The Libya Africa Investment Portfolio (LAIP) has unveiled a detailed implementation schedule for two major international transit corridors: the Misurata-Tamanhant-Agadez route connecting Libya with Niger, and the Benghazi-Kufra-Sudan highway.

The announcement came following the second meeting of the Supreme Committee for Transit Roads Project at LAIP headquarters in Tripoli.

The project will unfold in overlapping phases designed to optimise implementation. The preliminary stage runs from 10 January to 28 February 2025.

Concurrently, from February through May 2025, specialist teams will collect and analyse existing data, studies, maps, and prior agreements, whilst defining the scope for consulting services.

This data-gathering phase will inform the route identification process, scheduled for March to April 2025.

Comprehensive economic and technical feasibility studies will follow from June through December 2025. Once the Minister of Transport approves these studies and route selections, the project will open for investment under a build-operate-handover model or through partnerships with domestic and international firms.

During the meeting, the committee approved a procedural guide outlining responsibilities and workflow processes. They also established clear roles for key stakeholders, including the Ministry of Transport, LAIP, and the Supreme Committee itself.

The Committee operates under the authority of Transport Ministry Decision No. 18 of 2025, though the specific date of this ministerial decision is yet to be confirmed.

LAIP, established in 2006, serves as Libya’s international investment arm, focusing on building a diverse portfolio across various industries and regions to generate sustainable, long-term returns.

The Supreme Committee will oversee all phases of these ambitious transit corridors, which aim to strengthen Libya’s position as a key transportation hub linking North Africa with sub-Saharan regions.
