Libya’s public sector recruitment reopens amid oversight measures

Libya’s Administrative Control Authority (ACA) has announced the lifting of the nationwide freeze on public sector appointments and contractual hiring that was implemented earlier this year.

The ACA has set clear conditions for resuming recruitment, including the requirement that all vacancies be publicly advertised and prioritised for recent university graduates. All hiring must be supported by approved financial allocations to ensure fiscal responsibility.

Additional measures include mandatory competency assessments, completion of probation periods, and a prohibition on extending the official retirement age. Appointment decisions must be authorised by the relevant minister or institutional head.

The ACA has emphasised that any breaches of these procedures will result in legal and disciplinary consequences, reinforcing its commitment to transparency and accountability.

This decision reflects ongoing efforts to balance the need for public sector workforce renewal with fiscal discipline amid Libya’s administrative reform process.
